Red Bank Oaks Meeting Minutes 22 April 1995
A special meeting was called by the Board of Directors of Red Bank Oaks Property Owners Association on April 22, 1995 at the spring barbecue. The following owners were present:
The enclosed Proposal was handed out to all owners present at the meeting to inform them of what had taken place to date on the generators.
LANDOWNER gave a report on the performance of the Kubota 6.5 diesel generator. He stated that it was very quiet running and he gave it a good test by turning on everything in the house plus the well pump and it still was purring quietly and seemed under no strain. He said it was the best generator he has used since moving out to Red Bank Oaks.
LANDOWNER reported on how important the beginning maintenance and regular oil changes and filters are to get the longest life and best performance of the generator. He also remarked about the quietness and great dependability of the unit.
Haskel Young reported on his meetings with PG&E about line extensions to Red Bank Oaks. When he last contacted PG&E, the cost for line extension was $10.52 per foot. To extend power to the North side of Red Bank Oaks on Balis Bell Road would be $168,320, the distance of approximately three miles (16,000 ft.). The distance from power on the South along Red Bank Road is approximately four and a half miles (23,760 ft.) at a cost of approximately $250,000. No request for power or line extensions on the North or South end in the area involved has been received by PG&E since 1982 when we requested power. Extensions are not made without a request and payment of money.
Haskel feels that this proposal for generators will be the best solution for Red Bank Oaks Homeowners and will be competitive with PG&E rates if used correctly.
Haskel Young asked how many owners were interested in getting a generator. Seven homeowners raised their hands to show interest. The remaining members said they had a generator or were not at a point of needing one at this time.
At this point, a big discussion arose by a few members that they felt we should not subsidize our homeowners to acquire generators. They were informed by Haskel Young that according to the rules governing the operation of the Homeowner’s Association, the Board of Directors had the authority to purchase the generators in question and were going to do so. All property owners may take advantage of this offer.
A committee of five people was chosen to develop a formal implementation plan including the following: (1) Cost of payback to Homeowners on generator (2) Housing for units to shield from weather and theft (3) Non-payment penalty, lien and repossession rules (4) Maintenance program to be used
This committee consists of Bill Arent, LANDOWNER, Haskel Young, LANDOWNER and LANDOWNER.
LANDOWNER offered to research PG&E from one more angle before acquiring the generators. The board felt this was worth the delay in purchasing generators.
It was brought to the attention of the Board that wood was being cut on absent Homeowner’s parcel and the owners wanted this action ceased. The following statement is in answer to this complaint.
“As an owner at Red Bank Oaks, you have the right to use the right-a-way for the purpose of passage, the same as any county road. This does not give you the right to do anything else including but not limited to hunting, gathering down wood or cutting dead or live trees on anyone else’s property. If you are going to cut or gather wood on anyone’s property, get the owner’s permission in writing and have it in your possession or otherwise people can assume you are trespassing and are breaking the law”
The committee is still working out details on the contract for the generators and a lawyer is drawing them up. The meeting was adjourned and a fabulous Tri Tip Barbecue was enjoyed by all present.
