Although this April meeting was not an official gathering, the Board met privately in order to discuss and summarize all the responses to the survey that Kim Rowe, President, sent to all the property owners.  It became clear that two issues were of primary importance:  The Roads and Power.

 

1.        Roads:  The matter of road maintenance will again be on the agenda

2.        Power:  The Board wishes to inform everyone that the Power issue will definitely be on the October Agenda.  Alternative solutions have been tentatively discussed and input from all the property owners is requested.  The P.G.&E. quotes are very expensive and the sum stated (not a final figure) only brings electricity to Balis Bell Road.  Alternative solutions include:  forming our own power company through the harnessing of solar power; seeking bids from independent contractors within our own local area.  This will require payment to an independent surveyor.

 

We need to remember that we are dealing with the County, i.e., legal requirements such as easements.  We need to know how many property owners actually want power and how much they wish to pay for it.

 

The October meeting will also focus on Income and Assets.  Details will be provided at the meeting but, in general, if we continue to abide by the bylaws, we have to set aside 2/3 of income for electricity.  The remainder does not cover expenses such as road maintenance.  An audit has also been suggested and we would have to cover the cost of a C.P.A.   There will be general discussion regarding the current allocation of the Electric Fund.

 

Several other issues have been brought to the attention of the Board:

 

1.        Junk on properties:  The Board sympathizes, but has no power to act as police.  If there are problems with neighbors, the proper county authorities should be contacted.

2.        Generators:  The Board has succeeded in obtaining past due monies for the generators, but two accounts are still outstanding, and there has been no response.  The property owners will be asked for their decisions regarding these accounts.

 

The Board will continue to gather information and present it to all the property owners.  There will be a clear record of what has been done so that all of the owners can evaluate the facts, and make decisions based on these facts.

 

We urge all of the property owners to think about these issues and to come to the next meeting.  There are important matters to discuss and we need all the input and support that we can obtain.
