PACIFIC GAS AND ELECTRIC COMPANY
APPLICANT INSTALLATION OF GAS AND/OR ELECTRIC FACILITIES
I. GENERAL
PGandE’s rules permit an applicant for a new gas or electric extension to hire his own contractor to install the facilities. Gas Rule 15 and Electric Rules 15 and 15.1 provide:
“Subject to the refund and free footage provisions of this rule, an extension may be installed by an applicant’s qualified contractor/subcontractor in accordance with the Utility’s design and specifications. Upon acceptance by the Utility, ownership of all such facilities will transfer to the Utility. The Applicant shall pay to the Utility, subject to refund, any Utility costs associated with the extension, including the estimated costs of design, administration and installation of any additional facilities and labor necessary to complete the extension. The Utility’s total estimated installation cost is subject to the refund and free footage provisions of this rule. The Applicant shall pay to the Utility, as a nonrefundable amount, the cost of inspection. Only duly authorized employees of the Utility are allowed to connect to, disconnect from, or perform any work upon the Utility’s facilities.”
If you elect “Applicant Installation,” your contract with PGandE will include, among other things, provisions covering the following, which you should include in the contract with your contractor or subcontractor:
Identification of PGandE Insurance, Worker’s Compensation and Liability insurance (also covering PGandE) to $2,000,000 Guarantee of facilities installed Inspection by PGandE, with costs paid by applicant (nonrefundable) Advances to PGandE of engineering, administration and right of way costs (refundable) Right to Suspend work for cause Deeding of facilities to PGandE upon PGandE’s acceptance Provision for settlement of disputes Coordinate job construction with all interested utilities Other provisions of the General Terms and Conditions
The contractors you select must meet this definition:
Qualified Contractor/Subcontractor (QC/S) shall:
A. Be licensed in California for the appropriate type of work (electrical, general, etc.).
B. Employ workers properly certified for specific skills required (plastic fusion, welding, etc.). Electric workers shall be properly qualified (Qualified Electrical Worker, Qualified Person, etc.) as defined in State of California High Voltage Safety Orders (Title 8, Chapter 4, Subchapter 5, Group 2).
C. Comply with applicable laws (Equal Opportunity Regulations, OSHA, EPA, etc.).
Further, an applicant for service who intends to employ a QC/S should consider whether the QC/S:
A. Is technically competent.
B. Has access to proper equipment
C. Demonstrates financial responsibility commensurate with the scope of the contract.
D. Has adequate insurance coverage (workers’ compensation, liability, property damage).
E. Is able to furnish surety bond for performance of contract, if required.
