Landowner Positions for Upgrading Balis Bell Road

SUMMARY:

There is a motion to have Balis Bell Road upgraded using Tehama County Public Works Department funds. Balis Bell branches southwest off of Johnson Road and leads to the 69-parcel subdivision of the Association and several ranches. According to the Director of Public Works, Gary Plunkett, the most significant factors involved in the decision to make road improvements are traffic volumes, surface condition, and cost effectiveness. Although all the information needed to evaluate the road is not yet available, he expects to obtain the information necessary to determine Balis Bell’s priority on their project list.

There are three additional factors to be considered with regard to Balis Bell. These factors include safety, landowner perspectives, and to some degree environmental impact.

Safety

* Flooded creeks inhibit safe crossing. In the past, landowners have been washed off the road while attempting to access or evacuate their properties.

* As traffic volumes increase on Balis Bell, the road quickly develops a washboard surface. The washboard effect hinders vehicle control on curves and while braking.

* Visibility is limited by dust anytime two vehicles travel on the road simultaneously when it’s dry.

Landowner Perspectives

* Landowners purchased their properties for various reasons: a rugged, remote place to settle; investment; vacation hide-a-way. All landowners are taxpayers. How do you wish to have your tax dollars spent?

* Please consider how bridges and pavement will affect you and your objectives.

Environmental Impact

* As traffic on Balis Bell increases, air purity and dust pollution may become an issue.

* Bridges and pavement may encourage trespassers and illegal dumping – or may deter such activity by eliminating the remote atmosphere created by the gravel road.

Your inupt counts! Whether for or against bridging and paving, all landowner inputs will be submitted to the Tehama County Public Works Department and the Tehama County Board of Supervisors. The intent is to let them know where the landowners stand on this issue. Should landowners vote yes for improvements, limited Public Works funds may allow for only one improvement at a time. For this reason, we ask you to assign priority to each issue if you vote yes. Please vote using the enclosed green postcard. Simply circle your vote and priority. Your signature ensures the integrity of your petition – no other person may represent the landowner. Petitions without signatures may not be counted. The postcard is already stamped and addressed.
